Is it considered sad if you go to the dog park to play with other people's dogs because you can't own one yourself?

I've done that, but only with the company of other people. the owners are like, "oh, they just came to the dog park to take a walk, and are being friendly with my dog... that's cool." instead of... "oh my, there's a strange fellow playing with my dog, and is probably going to dognap it because there's no reason for him to be here on his own. i better keep an eye on this guy."
